Roméo Dallaire is a Canadian general who commanded the UN Assistance Mission for Rwanda during the 1994 genocide. Despite having the power to stop it, he was denied permission by the UN. His memoir Shake Hands with the Devil became a landmark account of institutional failure.
Dallaire's story shows both the best and worst of international institutions. His subsequent advocacy for child soldiers has changed international law. His pronunciation: ROH-may-oh dal-YAIR.
